Safe City Programme
C3S — Command, Control, Communication and Surveillance — is Akwa Ibom State's Safe City programme. It joins a state-wide camera estate, vehicle intelligence and multi-agency incident response into one coordinated capability, so that what a camera sees and what a citizen reports both reach the right responder, fast.
Three capabilities, one command centre.
Step 01
A state-wide ANPR camera estate reads every passing plate and publishes what it sees in real time.
Step 02
The Command and Control Centre holds one live picture — traffic, alerts and incidents — instead of ten disconnected ones.
Step 03
Verified detections and reports route to the right desk and agency, tracked from dispatch to a documented close.
Two operational systems, one programme.
Both are restricted operational consoles for authorised personnel — command centre, verification and investigation staff, response agencies and government partners. This page is the only public part of C3S.
Vehicle Intelligence and Mobility Platform
Every ANPR camera in the state, one verified read at a time — plate recognition, registry checks, watchlist alerts and movement analysis, bound to retrievable footage.
Integrated Incident Management System
One incident, one authoritative case record, many coordinated responders — from the first call or report to a closure the citizen actually hears back about.
